Please see below the Proposals for the 2025 AGM

1. propose a rule change in scotch pairs format, inclusive of 3s this would be for all rules including competitions.
Once the breaking team has broke, they should be allowed time to discuss colour set and which order to go in. The time should be the same as what a normal shot time should be. If they take too long, ref can give a time warning. for clarity this is only after the initial break. If a player touches the table no more conferring can take place.

2. 8 ball points to be removed international rules.

Both these suggestions are to create a tighter league and also reward teams for winning games. This should mean a more entertaining end to the season in both the league title and relegation fights, especially in the A league of international rules.
There’s also now a strong chance a team could go undefeated this season and not win their league, having spoken to other teams they feel that shouldn’t happen, including team members who are looking to win said league.
5. PROPOSAL: Remove face-to-face captains' meetings
RATIONALE: There are two captains' meetings per season at which teams pay their intra-season fees of £25 per meeting and MPL updates are provided to the MPL membership. These F2F meetings are somewhat outdated and incur unnecessary fines for many who do not attend. All updates can be provided via RackEm and social media and team payments can be taken online instead.
IMPACTS:
• Team Registration will be increased to £75 per season as an up-front payment to cover the funds currently raised through captains' meetings. Player registration will be unchanged
• 100 Club will be removed since the incentive to attend the captains meeting is no longer required
• Fines will be massively reduced as a result of not attending captains meeting however these fines are not required to subsides the MPL income

6. Bring forward match start time to 7.45pm. IR

7. Minimum age limit for players to sign up to MPL league to be scrapped. (The current age limit restricts younger talent from progressing and is outdated. The league should not restrict the age limit, that should be for the landlords to decide.) This is with a proviso that licensing laws/landlords decisions are respected in each venue.

8. IR to use pro-cup set (red/yellow) balls. No change.
MR to use a red/yellow set with a plain (non-spotted) white cue ball

9. Competitions
players should only enter into registered rules set.
If play both MR & IR can play in both but if only play in 1 rules set can only enter that comps. (Have been informed that more ladies would sign up if were split into the 2 rule sets)
